In addition to measures under Article XIX and the Safeguards Agreement, the book includes coverage of safeguard measures for agricultural products, Special Safeguard Measures for developing countries, safeguard measures for textiles and proposed safeguard measures under General Agreement on Trade in Services (GATS) as well as special safeguard clauses against China.5/5(2). The law of safeguards measures in the WTO/GATT system originates with Article XIX of the original GATT. With the creation of the WTO in , Article XIX was supplemented, but not replaced, by the Agreement on Safeguards, so that safeguard measures must now comply with both sets of obligations.   GATT Article XIX is the first safeguard provision in the international trading system. Recognizing the need to clarify and reinforce the disciplines of GATT , and specifically those of its Article XIX (Emergency Action on Imports of Particular Products), to re-establish multilateral control over safeguards and eliminate measures that escape such control;.
